Obama plans fourth tour of Gulf oil spill

WASHINGTON (AP) - President Barack Obama is going back to the Gulf of Mexico and this time he's visiting new ground tainted by BP's devastating oil spill.

After his return to Washington on Tuesday, the president will speak to the nation from the Oval Office about what he's seen in the afflicted states and what to expect in the weeks ahead.

Before the start Monday of Obama's two-day trip to Mississippi, Alabama and Florida, the White House announced the president will order BP to establish a multibillion-dollar compensation fund for victims of the oil spill.
